Philip Foster, a native of Maine who came to Oregon in the 1840s, established businesses and farms in the Willamette Valley. He served as treasurer of the Oregon provisional government, school board official in Clackamas County, farmer in Eagle River, Oregon, and he helped to build and maintain the Barlow Road.
